Board Meeting Report for 12/11/07

We held our Board meeting last night and here are the results:

1) Approved the minutes for the meeting on 13 Nov 07 (attached)

2) Conducted a hearing regarding the landscaping issue at 1078 Throne. The Board decided to not impose a fine if the Mestrichs comply with the following conditions: a) all weeds to be removed and mulch or other ground cover in place by 1 Jan 08 and b) the remainder of the landscaping is in place by 15 Jun 08.

3) Reviewed the situation with the trash can violation at 855 Holloway. In spite of the notice letter being returned, the Board considers that notice has been given and the person opted not to attend the proffered hearing. The property is subject to a $100/incident fine.

4) Heard the appeal of Colleen Haskins, 1142 Ludgate, regarding the fine imposed for landscaping violations. The Board denied her appeal, the fine stands.

5) The Board approved the report on the site review of 28 Nov 07.

6) The Board approved the Financial Report (as of 31 Oct 07 and treasurer's analysis). The Board members will pre-pay their 2008 assessments.

7) The 2008 Budget submitted by NWCM was approved. (Signed copy submitted in separate email)

8) The Board reviewed the submitted proposals for the landscaping contract and decided to terminate the contract with TruGreen as of 15 Jan 08 (allows for 30 day written notice) and enter into a contract with Rexius Landscaping on 1 Mar 08.

9) The Board will take care of the issue with the irrigation cover and does not wish TruGreen to take action on it.

10) Mark Rosier, 1026 Leopold, has a hearing next week with the Eugene Parks and Recreation Land Use Committee regarding the retaining wall in his backyard. The Board has granted another extension until 1 Jan 08 before imposing fines.

11) The Board reviewed the contract submitted by NWCM and would like to add a confidentiality agreement as an attachment to the contract. We'll submit the proposed attachment next week.
